What is a Small Business?
In order to qualify for benefits as a small business, a concern must first meet the definition of “business concern” under 13 CFR 121.105. In essence, it must be a business entity organized for profit, with a place of business located in the United States, and which operates primarily within the United States or which makes a significant contribution to the U. S. economy through payment of taxes or use of American products, materials, or labor. The business concern qualifies as a small business if its receipts or employees (whichever standard is applicable) are under the applicable size standard (see 13 CFR 121) (FAR 19.1). In determining a business’ size, the receipts or revenues of all affiliates are counted (see 13 CFR 121.103).
